Proof-of-Silence™ is a decision-governance protocol for AI agents. It creates a cryptographically signed, tamper-evident record of every moment a system chose to act, wait, reject, escalate — or remain silent.

This is not a claim. It is a verifiable artefact. You do not need to trust NEON AI to verify it.

WHAT IT PROVES [PRODUCT CAPABILITY]

• That a specific AI decision event occurred at a specific time
• That the decision record has not been modified since signing
• That the hash chain is append-only and unbroken
• That the silence decision (non-action) was recorded and signed before any action was taken

WHAT IT DOES NOT PROVE [DESIGN BOUNDARY — NOT A FAILURE]

• The accuracy of the external world state at the time of decision
• That the AI model's reasoning was correct
• Full EU AI Act compliance — it supports key traceability and record-keeping requirements
• That the system was unhackable or 100% secure

A PASS should never be produced when required evidence is missing. INCONCLUSIVE is a feature, not a failure.

HOW TO VERIFY

1. Download the offline verifier (included)
2. Load the sample artefact or your own decision record
3. Run the verifier — no internet connection required
4. Check: Ed25519 signature valid · SHA-256 hash chain intact · result: PASS or FAIL
