Proof-of-Silence™ is an action gate and offline verifier for AI agents, built and sold by Jerzy Skiba through the neonai.shop online shop. Before an agent acts, five checks decide: evidence, permission, policy, freshness and replay. Every decision, including the decision not to act, is signed with Ed25519 and chained with SHA-256, so it can be verified offline by anyone.
What it does not claim
Proof-of-Silence™ does not prove that every external fact is true, that every AI decision was correct or safe, or that a deployment meets its legal obligations. Supports key EU AI Act requirements around record-keeping, traceability and human oversight. Not a certification.
